It depends on the site and where it's shipping from. But generally speaking, Net-a-porter and theoutnet.com do take duties fees the moment you place an order which is less than what you get to pay at the Kuwaiti customs when it's delivered from another site that does not charge duties on spot. I hope that was clear.
